The play starts straight off with conflict, where a few servants of the two ruling families, the Montagues (Romeos family) and the Capulets (Juliets family). It is at the start where we learn Romeo is in love with a woman named Rosaline. We also learn that Juliet is arranged to be married to Paris, who is associated with the Prince of the State. Later in the first act of the play, Romeo and his compatriots learn of a ball held at the Capulet household, which they gatecrash. It is there which the two main characters, Romeo and Juliet, meet, and instantly fall in love, immediately causing conflict with the expectations of Juliets family. After the ball, Romeo and Juliet continue to meet, often in dangerous situations, and eventually they decide to get married, without the knowledge of their parents. The local vicar, Friar Lawrence, is persuaded to marry the young lovers. After all of the arrangements are made, with Juliets Nurse acting as the babysitter, Romeo and Juliet are married secretly by the Friar. Tybalt, Juliets cousin, continues to rage about Romeos appearance at the Capulet ball, and challenges him to a fight, but Romeo refuses as he secretly knows hes related to Tybalt, but Romeos friends are angry with his refusal, which results in a fight between Romeos friend, Mercutio, and Tybalt. The swordfight results in Mercutios death, which outrages Romeo to the point where he chases Tybalt and kills him. This results in the Prince of the State banishing Romeo from the city, Verona, and from his new wife, Juliet. After his banishing, Romeo despairs to Friar Lawrence and after one last night with his wife, he leaves Verona, but only after Juliets father arranges her to marry Paris, as still no-one knows about Romeo. Hoping to amend the situation he caused by marrying them, Friar Lawrence comes up with a plan. He plans to use a drug that will make Juliet appear dead for a temporary period, meaning that she could not marry Paris if everyone thought she was dead. Friar Lawrence attempts to notify Romeo by letter-on-horseback, but the letter never reaches and so Juliet, whod taken the drug the night before her proposed marriage day, appeared dead without Romeo knowing that she was still alive. The play comes to a climax when Romeo hears news of Juliets death. Friar Lawrence learns that Romeo hadnt received the letter and hurries to Juliets tomb, hoping Romeo hadnt arrived first, but he was too late. Romeo had arrived before Friar Lawrence and had found Paris, in Juliets tomb, praying. This caused the pair to fight, which results in Paris death. Romeo, then resigned to death, makes an emotional speech over Juliets body before consuming a deadly poison he bought from an apothecary. Juliet awakens to find Romeo dead and goes on to kill herself with a sword, ending a play of tragedy, love and conflict. The first scene of the whole play is an action-packed and enlightening scene. Act One, Scene One starts with a fight, which builds audience expectation early on, between Montague and Capulet servants, who go by the names of Gregory, Sampson and Abraham. Benvolio, of the Montague family then enters, followed by Tybalt of the Capulet family. After a lot of threats and insults, such as when Tybalt says What, drawn and talk of peace? I hate the word, As I hate hell, all Montagues, and thee. Have at thee coward!, fighting breaks out between the pair. The battle immediately stops when Lord and Lady Montague, Lord and Lady Capulet, with some officers. Harsh words and insults are spoken between the Head-males of the two families before The Prince of the State enters and threatens all involved to banish or kill anyone who starts another fight between the Montagues and the Capulets. Everyone leaves the market-place except for the Montagues Benvolio and Lord and Lady Capulet. They discuss Romeos withdrawn behaviour, about how he stays in his room for days on end. This discussion is short, as Romeo enters, provoking his parents to leave. Benvolio then interrogates Romeo about his behaviour, to which Romeo explains is due to his love for a woman named Rosaline, encapsulating the idea of courtly love of the time. This is the end of Act One, Scene One, ending a scene of love and conflict, proving that conflict can be followed by love, and that there is even a link between the two, even in such obscure circumstances. In Romeo and Juliet, when Shakespeare wrote the play, he created a lot of conflict. He did this for a number of reasons, one of which was to create tension within the characters, adding to the emotive attraction of the play. He also did it purposefully to contradict the other theme of the play, love, to add morals to the storyline, such as Conflict can lead to love or vice versa. Maybe the most logical reason he added conflict to the play was to make the play successful and tragic. Without conflict, Tybalt couldnt have started the fight which led to Romeo being banished, which would ruin the storyline, as without conflict the play either wouldnt work or wouldnt be as effective and well known as it is to this day. The same goes for love. No-one knows how Shakespeare planned the play to be, but if he planned it without the theme of love, then it certainly wouldnt be as effective as it is with the genre of love involved in the play. As this essay is based on the link between love and conflict, this section will focus on the link between the two within a specific character, the character being Romeo. Romeo is the subject of a lot of love and conflict in the play, but not only normal love and conflict, but undying love for Juliet, his friends and his family, as well as courtly love for Rosaline at the beginning of the play, and conflict between others and also himself, self-conflict. Romeos love is clear throughout the play. Although he does not declare it during the play, it is obvious he has a loving respect for his parents, such as when, in Act 1, Scene 1, he approaches Benvolio and asks Was that my father that went hence so fast? With this quote he obviously respects his father enough to recognise his position and with that position comes love. His love for his friends is undeniable. This is proved when his friend, Mercutio, is killed by the Capulet, Tybalt, in Act 3, Scene 1. His love for Mercutio is so great that when he realises his friend is dead, he is willing to die for him. This is shown in the quote Mercutios soul is but a little way above our heads,Either thou or I, or both, must go with him. This quote shows Romeo describing Mercutios soul as a little way above our heads, from which he means he has only just died or only just on his way up to heaven. Also, from the second part of that quote, Either thou or I, or both, must go with him, means that on e or both of the pair must also die to make up for Mercutios death and join him in death. This is an example of how love and conflict are linked, as his love for Mercutio leads to his conflict with Tybalt. His love for Juliet is clear throughout the play, but moreso at the end of they play, when he believes she is dead. Not only is he saddened at the loss of his lover, but he feels he must die with her because he cant live without her. The point of death shows us this. As Romeo stands above Juliets body, he proclaims Heres to my love!Thus with a kiss I die. Also, linking back to the introductory paragraph, it was fashionable for young men to be seen as in love with a woman who is out of his league and possibly married. This is called courtly love. This was the case for Romeo, right at the beginning of the play, when he felt he was in love with a woman called Rosaline, even though she wasnt interested in him. He tells Benvolio this in Act 1, Scene 1 with the quote Out of her favour where I am in love. By this quote he means that hes in love with Rosaline, but her feelings arent mutual. Conflict also plays a big part in the play for Romeo. Most of this conflict is with others, but this conflict seems to be just and is linked with his love for his friends and Juliet. There is conflict between himself and Tybalt, after Tybalt kills Mercutio, which seems to be warranted considering what Tybalt had done to his friend. Also, at the end of the play in Juliets tomb, Romeo fights with Paris as Romeo thinks Paris is an intruder trying to harm the body, and Paris probably thinks the same of Romeo. For this reason, a mistaken identity, they fight, and Paris becomes the second person on the list of people killed by Romeo. This mistaken identity is proved by Paris quote This is that banished haughty MontagueAnd here is come to do some villainous shame to the dead bodies. This proves that Paris thinks that Romeo is in the tomb to try and vandalise the bodies within, but I feel that Romeo has no clue who Paris is and probably thinks the same of him when he first sees him. As well as armed conflict between himself and others, there is also another type of conflict for Romeo to deal with self-conflict. This occurs on numerous occasions but the most recognisable in the play is when Romeo has spent his last night with Juliet, at the Capulet mansion, and his heart and mind are conflicting into whether to leave and be safe, or to stay (which he wants to do) and face death as a result of not leaving the city after being banished. This self conflict is found in the quote I must be gone and live, or stay and die. This is soon followed with Let me be taen, let me be put to death; I am content. This shows that he is fighting a battle between his heart and mind, about what he knows he should do and what he wants to do. Romeos actions often link the two, which is what makes him such an interesting character, as the audience believe that there is always likely to be love or conflict occurring whenever Romeo takes the stage. Friar Lawrence is a key character in the play, Romeo and Juliet, because of his decisions or the consequences of his decisions. The first decision he is forced to make by Romeo, should he marry the two young lovers without the knowledge of their parents? He decides to marry them because he feels that it may stop the feud between their two families, which was famous around the city of Verona, if the young couple are brought together in holy matrimony. He gives this reason to Romeo in the quote In one respect Ill thy assistant be; For this alliance may so happy prove, To turn your households rancour to pure love. What Friar Lawrence didnt know was that Juliets father, Lord Capulet, was arranging for Juliet to marry Paris. This brought another problem Juliet cant get married twice. Even though Romeos banishment from the city didnt help, it shouldnt have caused the tragedy it did, when the two young lovers both eventually killed themselves. The Friars solution to the Juliet marriage problem was to give her a potion which made her appear dead, and so if evereyone thought she was dead, she couldnt marry Paris. The potion would wear off a few days after consumption and Juliet would wake up, but the Friar had a problem. He wrote a letter to Romeo, who was banished from the city, telling him of his actions, but the important letter never reached Romeo who, when he heard the news of Juliets death took serious actions, which led to him commit suicide at Juliets tomb. The moment when Friar Lawrence found out about the undelivered letter was about three hours before Juliets awakening. He heard it from Friar John, the man who was supposed to deliver the letter. After Friar Lawrence asked Who bare my letter then to Romeo?, Friar John replied I could not send it, here it is again- Nor get a messenger to bring it thee, So fearful were they of infection. This spelled disaster for Friar Lawrence, but he had one last solution to save the youngsters and cover up his tracks. Friar Lawrence went to Juliets tomb to try to get her sleeping body and bring it back to his cell before anyone arrived at the tomb and before Juliet woke up to find no Romeo. He talked of his action to Friar John, saying Now must I to the monument alone; Within this three hours will fair Juliet wake. It was probably the most logical decision he made thoughout the play, but he never had time to carry out his plan as by the time he had reached the tomb, he found the bodies of Paris, Romeo and Juliet all dead, a true tragedy created by the mixture of love and conflict. The irony of the play exists on Friar Lawrences part when, in his first decision to marry the two young lovers, all he wanted was to end the conflict between the Montagues and Capulets. After all of the tragic events, this is exactly what happened. Lord Mantague and Lord Capulet found their feud was foolish and so the two families became allies, even in the face of tragedy. Friar Lawrences descisions created love in the play, such as when he married Romeo and Juliet, but they also caused tragedy, such as when Romeo didnt receive the Friars letter which led to three needless and tragic deaths. This shows that love and conflict are linked throughout the play and that they are linked in different ways. For example, love can lead to conflict, conflict can lead to love, love can lead to love and conflict can lead to conflict, all of which are reflected in Friar Lawrences actions. Shakespeares use of love and conflict within Romeo and Juliet causes different impressions on different people. I feel the use of the two is linked to fate and free will. Fate is events out of a persons control and predetermined. Free will is acting at your own discretion, making your own decisions. I believe that love is fate and conflict is free will. Romeo and Juliet is based a lot on fate and free will and this is a pattern in some of Shakespeares most famous works. When reading Romeo or Juliet, or watching it as a play, the audience probably wouldnt recognise the fate and free will aspect of the play, but the aspects of love and conflict in the play would be picked up and the audiences emotions would reflect this. The audience would empathise with the characters throughout the play, living every tragic moment, but also every romantic moment. They would also begin to expect what was going to come next, as theyd think after a love scene thered be a conflict scene, but would often be surprised, as the play isnt repetitive and there is a mixture of love and conflict scenes all the way through the play. The combination of love and conflict in Romeo and Juliet is a successful combination for tragedy, but not only that. Love can cause conflict and conflict can cause love, but also love can cause love and conflict can cause conflict and theres so many different types of love and conflict that a whole essay could be written on just that topic. Love and conflict do cause tragedy, but they also cause so many different emotions and events which is what makes Romeo and Juliet such an exquisite play, and why people are still reading and watching film adaptations of it to this day.

Back to Nature in Henry David Thoreau’s Walden Essay -- Thoreau Walden

In Walden, Henry David Thoreau explains how a relationship with nature reveals aspects of the true self that remain hidden by the distractions of society and technology. To Thoreau, the burdens of nineteenth century existence, the cycles of exhausting work to obtain property, force society to exist as if it were "slumbering." Therefore, Thoreau urges his readers to seek a spiritual awakening. Through his rhetoric,Thoreau alludes to a "rebirth" of the self and a reconnection to the natural world. The text becomes a landscape and the images become objects, appealing to our pathos, or emotions, our ethos, or character, and our logos, or logical reasoning, because we experience his awakening. Thoreau grounds his spirituality in the physical realities of nature, and allows us to experience our own awakening through his metaphorical interpretations. As we observe Thoreau ¹s awakening, he covertly leads us to our own enlightenment. Thoreau submerges us into the text through his language, thereby allowing us to come as close to his experience of solitude in nature as he allows. Author Lawrence Buell explains that, as "Walden unfolds the mock serious discourse of enterprise, which implicitly casts the speaker as self-creator of his environment, begins to give way to a more ruminative prose in which the speaker appears to be finding himself within his environment" (122). Buell explains that Thoreau invites us inside the text and allows us to see the images he sees and to feel the life around him. His strategy is to disengage us from the chains that society so elegantly places around our ankles, and allow us to return to where we are closest to our natural essence. This essence can only be found, according to Thoreau, by secluding ourse... ...again. We are the beautiful life represented by the "bug," and our advancements have only created the barriers that surround us. The last image Thoreau creates is one of perseverance and hope for our rebirth. Thoreau sees beyond the power and economic structures that society creates and offers an alternative. He uses Walden Pond as his central metaphor and recreates his experiences through his imagery. His recognition of the pond, and the natural world surrounding it, not only establishes an atmosphere for spiritual growth, but also succeeds in creating a paradigm for society to follow in order to achieve the same. It is participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows the rule of law. It assures that corruption is minimized, the views of minorities are taken into account and that the voices of the most vulnerable in society are heard in decision-making. It is also responsive to the present and future needs of society. But there is one characteristic I like most, it is the Accountability. Accountability is a key requirement of good governance. Not only governmental institutions but also the private sector and civil society organizations must be accountable to the public and to their institutional stakeholders. Who is accountable to who varies depending on whether decisions or actions taken are internal or external to an organization or institution. In general an organization or an institution is accountable to those who will be affected by its decisions or actions. Accountability cannot be enforced without transparency and the rule of law. Maybe some of you will ask why is accountability important to Governance? It is because it evaluates the ongoing effectiveness of public officials or public bodies ensures that they are performing to their full potential, providing value for money in the provision of public services, instilling confidence in the government and being responsive to the community they are meant to be serving. Being accountable is also being liable, responsible for every person that affects your decision. For example, me as a Student leader we are here to serve students, to fight for their rights. Therefore, we must consider first the sake of the students before we make a decision. Because when we took our positions there is a corresponding responsibility that we must face. Reproductive Health Bill informally known as the RH Bill, are proposed laws in the Republic of the Philippines aiming to guarantee universal access to methods of contraception, fertility control, sexual education, and maternal care. There are more people that are going hungry. Government and Us are all accountable to it. Why? We as a citizen we can make a living among ourselves because at the end of the day we are still the driver of our own life. But, as a citizen we voted those who are on the position now because we believe that they will minimize our burdens. At the point that we elect them they are already accountable. But after they got what they want all their promises turn to trash. They do things without even considering us. In the end, nothings happen. Accountability or being accountable can be achieved by putting and doing all our jobs in our hearts. Yes, it’s hard but we chose to be in this place all we need to do is face it effectively and do the best we can for the better. Atticus solved this problem with one well placed gunshot, but this would be only the beginning. The rabid dog Atticus shoots is echoed later in the novel in his attempt to save the community from committing an act of madness. The responsibility of defending Tom Robinson is given to Atticus in the identical matter that Heck Tate gave Atticus the responsibility of defending the town from Tim Johnson. Shooting and wounding a rabid dog can just make the situation worse, just the same as wounding a town’s system of beliefs and values, and as Heck says, both situations are â€Å"a one shot job.† (109) One Shot Finch is brought in to solve the problem. Defending Tom to the point of waiting outside his jail cell, protecting him from a lynching mob shows Atticus’s willingness to carry out a task completely. In this scene he comes against an entire pack of mad dogs armed torches and pitchforks and running rabid with prejudice, ignorance and rage. This situation is a great deal more intense for Atticus, because this time his children are involved. Even with a pack of vengeful, drunken, and angry men staring down Atticus and his two children Atticus still stays calm and â€Å"put the newspaper d own very carefully, adjusting its creases with lingering fingers.† (173) The same calm is shown in the dog scene Scout believes he moves gracefully, â€Å"like an underwater swimmer.† (109) In the trial scene, Atticus must face the toughest pack of mad dogs, yet; the jury. Foaming at the mouths with preconceived notions of how the trial will end, Atticus must attempt the impossible and try to convince a panel of white people that a black man is innocent. Like making a careful shot, Atticus takes aim and sets up all his opponents. He then strikes them all down with one swift move. The sad thing about this fight is that everyone knows that there is no way Atticus can win. â€Å"Atticus Finch won’t win–he can’t win. But he’s the only man in these parts who could keep a jury out so  long in a case like that.† (247) This, however, is all beside the point. The point is that everyone in that courtroom sees Atticus gun down the prosecution with cold, hard evidence, and does so with a certain finesse and dignity that no other lawyer in the town of Maycomb could possess. â€Å"He’s not supposed to lean, Reverend, but don’t fret, we’ve won it. Don’t see how any jury could convict on what we heard.† (238) No matter how good of a shot Atticus is, the jury was already infected with a seemingly incurable madness. Bob Ewell is the ideal personification of a mad dog to the town of Maycomb. Most of the community doesn’t even attempt to treat the Ewells like citizens. â€Å"The Ewells are members of an exclusive society made up of Ewells.† (34) Bob Ewell has gone mad with jealousy and hatred. He feeds on hatred. Though Atticus attempts to retain some respect for Mr. Ewell, he thoroughly maintains his higher standards whenever Bob comes looking for trouble. â€Å"Atticus was leaving the post office when Mr. Ewell approached him, cursed him, spat on him, and threatened to kill him†¦ but Atticus didn’t bat an eye†¦Ã¢â‚¬  (249) Even in a literal sense, Bob Ewell is foaming at the mouth. This mad dog is shot down by means of public humiliation, however. â€Å"I destroyed his last shred of credibility at that trial, if he had any to begin with.† (250) Bob Ewell’s reputation had been shot dead. In conclusion, the series of events after the mad dog incident are all too similar to be purely coincidental. A common theme of the mad dog runs through crisis just as a common theme of the mockingbird runs through peace. Situations involving mad dogs are Atticus’s responsibility, and it becomes evident that Atticus is called upon to pull a lot of weight in the town of Maycomb. Atticus Finch will continue to answer the call for help, no matter where it comes from, or what its for.

Impact of the Digital Divide OECD (2001, P5) defined the digital divide as â€Å"the gap between individuals, households, businesses and geographic areas at different socio-economic levels [and other demographic levels] with regard both to their opportunities to access information and communication technologies (ICTs) and to their use of the Internet for a wide variety of activities.† When we refer digital divide, we refer not only the opportunities to access to or use of ICTs but also the ability or knowledge of using ICTs. Besides, the statement â€Å"nearly everyone has a mobile phone† is falsified, 15% adults in US didn’t have cellphone until 2011 (Zickuhr, 2011).Therefore, digital divide still is an important issue. Digital divide exists in different countries and different regional areas and social groups within countries. There are two types of digital divide: domestic digital divide and international digital divide. In this article, I will discuss domestic digital divide at first. Th en I will discuss international digital divide and how it forms. Finally, I will discuss why digital divide matters. Couldry (2007) pointed out the complexity of digital divide. He thought digital divide was complex because there were at least two situations of digital divide: domestic divide and international divide. First, it involves the gap between those who can access to ICTs and those who cannot within countries. Secondly, it involves the absolute gap of communication facilities, information transmission capacity, the amount of computers and network hosts, the amount of telephone users and such other aspects between countries. Within countries, people have different access to ICTs because of their gender, income, race and region (Rice, 2006), which splits them into information rich and information poor. In US, the poor, the old, minorities, less educated people and rural residents had less access to ICTs. Comparing racial groups, African-Americans and Latinos have less access to and worse skills of ICTs. Because of poverty caused by racism, they have limited opportunities to learn about and use ICTs. Until 2011, 82.7% Asian-Americans could assess to the Internet and computer, but only 56.9% Black and 58.3% Hispanic could. Besides, rural Native Americans possessed the fewest telephones, followed by rural Hispanics and rural Blacks. Black households possessed fewest PCs. Comparing age groups, 95% of people between 18 and 34 were cellphone users, and only 48% of people older than 75 used cellphones. 59% and 52% US citizens possessed desktop and laptop, and only 28% of people over 75 possessed desktop and 10% possessed laptop. Until 2013, 81.9% of people between 35 and 44 could assess to the Internet and computer, while 61.7% of people older than 55 could. Besides, rural young under 25 possessed fewest telephones, and rural old over 55 possessed fewest PCs. Comparing income groups, the poorest households in central cities possessed fewest telephones, followed by the rural poor and the urban poor. The rural poor possess fewest PCs. Comparing educational level groups, 89.9% of people with bachelor degree or higher could assess to the Internet and computer, but only 36.9% of people without high school degree could (File, 2013; Mossberger, Tolbert, Gilbert, 2006; NTIA, 1995; Zickuhr, 2011). Unbalanced ICTs use also can be found in Canada. The old and the poor had less access to cellphones and Internet. Only 3.5% of people from the lowest income group could access to the Internet (Sciadas, 2000). Additionally, unbalanced Internet use between different social groups and regional areas was obv ious in China. Until 2007, among Internet users, 32.3% of them were students, while only 0.4% of them were peasants. 82.9% Internet users were urban residents. The Internet penetration rate was 20.2 in urban areas and only 3.1 in rural areas. East areas had higher penetration rate than central and west areas. Until 2012, Internet users increased to 516 million. 55.9% of them were male and 44.1% were female. Besides, 29.8% of people between 20 and 29 were Internet users while only 4.8% of people older than 50 were Internet users (CNNIC, 2007, 2012). From these data, we find domestic digital divide occurs in both developed countries and developing countries. Furthermore, with the rapid development of ICT and expansion of globalization, international digital divide becomes an important issue. Nowadays, countries have more connections with each other than before, and they have more influence on each other as well. Digital divide between countries causes serious problems. Firstly, ICTs develop rapidly in both developed countries and developing countries. The UN Millennium Development Goals report: 2008 showed the number of fixed telephone and mobile users increased from 530 million in 1990 to 4 billion. From 2005, the number of new mobile users rapidly increased by more than 500 million, and until 2006, the total number of mobile users increased to more than 2.7 billion. The amount of mobile users grew faster in the areas where the amount of fixed telephone users was small. In 2006, the number of new mobile users increased by 60 million in Africa. There were more mobile users than fixed telephone users in almost every country. By the end of 2006, 22% Africans use mobiles, and 3% Africans used fixed telephone and 5% Africans used the Internet. By the end of 2006, 1.2 billion people on the earth could access to the Internet, which occupied more than 18% of the whole population (UN, 2008). Network construction improves poverty alleviation, education and employment in developing countries. With the development of technology and the widespread use of broadband, there were more opportunities for developing countries to catch up with developed countries. However, according to current spread speed and development trend, although developing countries showed faster rates of growth in network development than developed countries (Fink Kenny, 2003), the digital divide will exist for a long term and hardly be diminished in a short term because the existing gap between developed countries and developing countries was huge. The UN Millennium Development Goals report: 2008 showed Internet penetration rate was 58 in developed countries and 11 in developing countries and 1 in the least developed countries. Until 2006, there was no commercial broadband service in most countries in Sub-Saharan Africa, and even if there was, people cannot afford to the expensive service fees. But broadband technology stimulates the wide use of Internet in developed countries. The Global Information Technology Report 2007-2008 published by World Economic Forum (2008) ranked the Networked Readiness Index of 127 developed and developing economic entities which occup ied 95 percent of global GDP. The top 20 were: Denmark, Sweden, Switzerland, Finland, the Netherlands, the United States, Singapore, Iceland, South Korea, Norway, Hong Kong, the UK, Canada, Australia, Austria, Germany, Taiwan, Israel, Japan, Estonia. Most of them were European and North American developed countries, and only a few of them were emerging economies. Most Asian, African and Latin-American countries were ranked low. Data from International Telecommunication Union showed in developed countries about 77% people could access to broadband Internet, while in developing countries only 31% could. What’s worse? There were about 4.5 billion people cannot access to Internet, which occupied 66% of the whole population on the earth (Chinn, Fairlie, 2007). In 2001, the computer penetration rate and Internet penetration rate of North America were 61.1 and 49.8 respectively. In contrast, they were only 0.5 and 0.6 respectively in South Asia (Chinn, Fairlie, 2007). In 2002, 59% US citizens used Internet, but only 4.8% Chinese used Internet (Chen Wellman, 2004). Until 2011, the Internet penetration rate of Iceland was 97.8, and the average rate of top 50 countries was 78.6, but the rate of the rest of world was only 25 (Internet Usage Stats and Population Statistics, 2011). From these data, we could find huge a digital divide between developed countries and developing countries. International digital divide continues to enlarge as the gap of economic development and education level between countries enlarges. The difference of economic development between countries is a main cause of digital divide. In the early stage of development, a large amount of fund needs to be invested in digital information industry and information communication infrastructure. Developed countries possessed more resources including but not limited to capital to innovate and apply to ICTs. They had abundant money investing in research field and ICT infrastructure construction, while many developing countries could not afford to undertake large amount of capital investment. Therefore, developed countries had more advantages in digital information industry, especially in research field. Many underdeveloped countries became digital indigent countries because of underdeveloped digital information technology and infrastructure. Lack of telephones and computers, low network transmission ca pacity and deficient telecom infrastructure increase the difficulties to start digital economy for developing countries; lack of updated software and technology and expensive Internet service fees impede the development of digital information technology in developing countries. Therefore, an increasing number of developing countries became more backward as they are isolated by digital technology and information resources; developed countries enjoy the convenience of low-cost and high-speed information. Imbalanced distribution of information is closely related to imbalanced distribution of global wealth. Additionally, the difference of education level between countries is another major contributor of international digital divide. Education level determines people’s ability to use and develop digital information technology, and people’s ability of ICT use determines the foundation of developing a digital information technology society and how much technology weighs on the economic structure of their country. Because of better education, people in developed countries are better at using new technologies than people in developing and underdeveloped countries. In developing and underdeveloped countries, the low level of ICTs education was attributed to the following reasons (Nair, Kuppusamy, Davison, 2005). Firstly, there were no sufficient ICTs facilities in the school. For instance, in Argentina, 82% private schools and 51% public schools had ICTs facilities; in Peru, only 13% public schools had ICT facilities, so students had unequal access to ICTs (Hilbert, 2011). Seco ndly, there were limited numbers of competent teachers who master ICT applications in educational institutions in these countries. Thirdly, there were short of public ICTs facilities for educational purpose in these countries. To sum up, the backward education level directly restricts the development of ICTs in developing countries. Digital divide should be attached importance to, because it negatively affects social and international stabilities. Digital divide widens the gap between rich and poor, polarizing people within countries, causing social conflicts, enlarging the gap between developed countries and developing countries, hindering the development of developing countries, and leads to digital hegemony which threats international security. Firstly, an increasing domestic digital divide leads to many social problems within countries. Now it’s information society, and information becomes more important than capital. Poverty means not only wealth shortage but also information shortage. People need unblocked and updated information to innovate or catch the opportunity to make fortune. Limited access to ICTs means limited opportunities to create fortune, and digital divide increases the polarization of the rich and the poor within countries. Wealth gap in virtual world is related to wealth gap in reality. People who are excluded by information society are isolated from mainstream political and economic life and have to suffer from long term poverty and developmental stagnation. Increasing digital divide makes people who have gotten rid of poverty become poor again. If this problem is not solved, the informatization of a country cannot be accomplished, and digital divide will split people into two worlds. One world is heaven for information rich while another world is hell for information poor, and the polarization of wealth becomes more serious and leads to social tensions. What’s worse? As information technology grows so fast, the period of upgrading become shorter and new digital divide comes when old digital divide still exists. Secondly, digital divide widens the wealth gap. It is the product of wealth gap, and it widens this gap, which forms a vicious circle. From economic perspective, ICT becomes a new source of fortune, and digital divide increases the difference of ability to create fortune in information era. Large amounts of labor are idle and large amounts of labor can only work in traditional agricultural sector and traditional industrial sector because they lack relevant knowledge and cannot engage in modern economic activities which create a great deal of fortune. Besides, the difference of ability to use information technology and obtain useful information between people from different countries and different social groups leads to the Matthew Effect. Because of digital information technology, rich become richer and poor become poorer; developed countries become more developed and underdeveloped countries become more underdeveloped. Therefore, ICTs benefit people and countries on the advantage si de of digital divide and widen the development gap between those â€Å"haves† and â€Å"have nots†. Thirdly, international digital divide hinders the economic development of developing countries. In the information economy era, ICT plays a vital role in the enhancement of productivity, creativity and competitiveness of a country, and information and talented people become vital endogenous variables. In that case, the advantages of cheap labor and abundant land and resources in developing countries are weakened, and the international competitiveness of developing countries is lowered. In developing countries, most people work in primary and secondary industry, and only a few people engage in ICTs related work. In china, only 200 million Internet users engaged in E-commerce, including online shopping (CNNIC, 2012). Raven, Huang and Kim (2007) thought there were many obstacles in using the Internet and e-commerce in developing countries, such as low demand of commercial network integration caused by poverty, and lack of infrastructure to participate in network commercial activities be cause of no support from government. Inactive involvement in digital economy hinders developing countries from benefiting from increasingly growing digital economy, which increases the economic gap between developing countries and developed countries. As developing countries lagged far behind developed countries at first and disadvantaged is intensified by digital divide, developing countries suffer from serious asymmetric information and have less opportunities to create fortune. To conclude, digital divide increases the differences of economic development between countries and negatively affect the economic development of developing and underdeveloped countries. Finally, digital divide also causes digital hegemony. Some countries which have monopoly in digital technology field obstruct and suppress the freedom of using and developing information technology for other countries and impose their own values and ideologies on other countries in order to benefit themselves. Digital divide provides opportunities for those countries to carry out digital hegemony. For example, until 2002, US had 4.11 million to 4.12 million Internet hosts, which occupied more than 80% of the total amount of hosts in the world (Norris, 2000). Besides, most information on the Internet was provided by the United States. US government uses its absolute advantage on the Internet to conduct ideological and cultural infiltration into other countries. US tries to dominate other countries in digital field and control users’ computers instead of letting users control their own computers. In conclusion, the development of ICTs has greatly changed the way people live and work and become a driver of the expansion of economic globalization. Besides, it brings about opportunities for developing countries. However, there’s a huge digital divide between people with different genders, races, socio-economics status and nationalities. Digital divide causes two main problems. Firstly, digital divide intensifies unfair allocation of social wealth and other social conflicts. It turns information poor into real poor. Lack of information means lack of opportunities to make fortune, and limited money means limited access to ICTs. Those who cannot access to ICT cannot benefit from ICT. Digital divide forms a loop of poverty for the poor. Secondly, digital divide brings about challenges to developing countries. As the progress of ICT promotes social and economic development, digital divide widens the gap of national power between developed countries and developing countries as well as threats international security and stability. Therefore, problems caused by digital divide should draw attention from governments, international organizations and academia. To diminish domestic digital divide, government should narrow wealth gap nationally as well as identify people who are on the disadvantage side of digital divide and effectively support them. Diminishing domestic digital divide maintains social stability and promotes the balanced development of a country. To diminish international digital divide, developing and underdeveloped countries need to invest more in constructing of infrastructure of ICTs. Governments need to invest largely in education and skills training to cultivate a large number of information literate or qualified personnel who have the ability to innovate and master advanced technology. Besides, developed countries should break technological monopoly and support developing and underdeveloped countries financially and technologically. Furthe rmore, international organizations need to financially support developing and underdeveloped countries to construct infrastructure of ICTs and provide opportunities for technical personnel from these countries to go to developed countries to learn advanced technology and be trained. Diminishing international digital divide not only narrows the gap of national power between countries but also balances global economic development. Above all, digital divide is a vital issue which needs to be pay attention to.
